The Registrar of Imported Vehicles (RIV) is a national program enabling Canadians to import vehicles purchased at retail in the United States. Once in Canada, vehicles are registered, inspected and certified for compliance by the RIV for all applicable requirements of the Canada Motor Vehicle Safety Standards and Regulations.

The program is funded through user fees charged to importers who purchase vehicles in the United States, rather than being subsidized by Canadian tax dollars.

Transport Canada recently conducted a cost analysis in consultation with the service provider and determined that a fee increase was justified in order to maintain the program, the first increase to RIV fees since 2005.

Effective Jan 1st, 2017, the vehicle import fee will increase to $295 (from $195) and the fee for vehicles imported to be disassembled for parts will increase to $90 (from $60).

The origin of the RIV program in 1995 was a direct result of the advent of the North American Free Trade Agreement (NAFTA). The Motor Vehicle Safety Act and Motor Vehicle Safety Regulations were amended as a result, the framework was developed for operating a national program of import registration, inspection and certification of vehicles purchased at retail in the United States, thus establishing the RIV program as we know it today.
