Client Notice: How the CBSA’s Newly Implemented Accounts Receivable Ledger Will Change Refunds

Effective August 1, 2016, the Canada Border Services Agency (CBSA) executed phase one of its Assessment and Revenue Management (CARM) plan called the Accounts Receivable Ledger (ARL).
The process in which CBSA provides transaction details to an importer's chosen customs broker has not changed; however, the transaction statements have. Additionally, the ARL has changed the way importers will receive refunds owed to them from CBSA.
Account Statements
Daily or monthly account statements (K84) have been replaced with Daily Notices (DN) and a Statement of Account (SOA) which will be sent via Electronic Data Interchange (EDI) to the importer of record’s (IOR) chosen customs broker. Duties and taxes payable to CBSA will be detailed in this notice along with a transaction summary. DN paper copies are available at any CBSA ARL supported office.
Importers with their own account security will be sent DN and SOA directly.
Refunds
CBSA will no longer be issuing refund cheques to importers with ongoing business. Instead, CBSA will deduct the refund from the amount owing on the SOA. ABC Customs Brokers will manage this on your behalf by issuing a credit to you directly as we will need to balance our statement and pay the final total. ABC Customs Brokers will continue to file refund claims on your behalf and follow up to ensure they are approved and the amount is credited to your account once CBSA issues the credit to your account.
In the event there is a residual credit in excess of $1,000.00 owing to the importer, CBSA will issue a cheque to that importer. Any residual amounts under $999.99 will remain on account unless it is still owed after two months, at which time a cheque will be issued to the importer.
