Reminder: Phytosanitary Import Requirements to Prevent the Introduction of Lobesia Botrana

Canadian Food Inspection Agency Jun 22, 2016

The Canadian Food Inspection Agency (CFIA) is implementing new phytosanitary import requirements to prevent the introduction of Lobesia botrana, the European grapevine moth, into Canada. New requirements for various fresh fruits come into effect on July 4, 2016; however, requirements for kiwi fruit and other products such as plants for planting and fresh cut herbs will be delayed in coming into effect until fall 2016.

Subject

  • Reminder of new import requirements coming into force on July 4, 2016 for most fruits that are hosts of Lobesia botrana.
  • Delay of new import requirement for plants for planting and other regulated commodities that are hosts of Lobesia botrana until Fall 2016.

Implementation date

  • July 4, 2016 for fruits, other than kiwi. This is a reminder and was communicated in previous notifications.
  • Fall 2016 for plants for planting and other regulated commodities, including kiwi fruit. This is a change. Previous notifications stated that these requirements would come into force on July 4, 2016.

Implementation period

For two weeks following the implementation date, either the previous requirements or the new requirements will be accepted to allow stakeholders to implement the change. As of July 18, 2016, only the new requirements summarized below for fruits (other than kiwi) will be accepted.

Commodities

  • July 4: All fresh fruits listed in Appendix 1 of D-13-03, other than kiwi (Actinidia spp.).
    • Note: Requirements for grapes (Vitis spp.) and blueberries (Vaccinium spp.) are already in effect as of April 11, 2016.
  • Fall 2016: All other commodities listed in Appendix 2 of D-13-03, including kiwi fruit (Actinidia spp.).

Countries

All countries listed in Appendix 2 of D-13-03 other than the United States (requirements for the United States are already in effect).

Documentation requirements

Phytosanitary certificate with one of the following:

  • Additional declaration stating that the material was produced under a CFIA-approved systems approach.
  • Additional declaration stating that the material was produced in a CFIA-approved pest-free area.
  • Treatment details indicating that the material was fumigated as specified in D-13-03.

See Section 3.1 of D-13-03 for detailed requirements and the text of the additional declarations.

Re-export of regulated material through third countries

Regulated material that enters Canada via a third country must meet Canada's import requirements for the country of origin.

The material must be accompanied by either:

  • A re-export phytosanitary certificate issued by the re-exporting country attached to the original phytosanitary certificate issued by the country of origin.
  • A phytosanitary certificate issued by the re-exporting country.

Either the phytosanitary certificate or the re-export phytosanitary certificate must show that the material meets the conditions for the country of origin as per D-13-03.

Fumigation of bonded shipments in the United States

If fumigation of a bonded shipment destined to Canada occurs in the United States, a United States Department of Agriculture – Animal and Plant Health Inspection Service – Plant Protection and Quarantine (USDA-APHIS-PPQ) "Treated and Released" stamp must be applied to a certified copy of the phytosanitary certificate issued by the country of origin.
