Effective Mar 31 Filers Must Use Automated Commercial Environment to Submit Certain Lacey Act Declarations
USDA Animal and Plant Health Inspection Service Apr 05, 2016
Effective today, U.S. Customs and Border Protection (CBP) requires filers to use the Automated Commercial Environment (ACE) when submitting electronic entries and corresponding entry summaries for entry types 01, 03, and 52 that include Lacey Act data, unless that data is paired with other Partner Government Agency data on the same transaction. Filers may also use APHIS’ Lacey Act Web Governance System (LAWGS) to submit Lacey Act declarations, but will first need to get entry numbers from ACE and not the Automated Commercial System after March 31, 2016. LAWGS filers should use Lacey disclaimer code C to indicate the use of LAWGS for filing the Lacey Act declaration.
The CBP ACE Business Office will support a help desk—also known as a war room—daily now thru April 8, 2016 from 7 a.m. to 7 p.m. EDT. The CBP help desk is limited to issues related to transactions mandated in ACE effective today. If you have a technical issue related to the March 31, 2016 effective date, you should contact your designated CBP client representative. CBP client representatives will have direct access to the help desk and will escalate your issue, if necessary.
