U.S., Canada Get Edge on TPP Auto Imports

The Trans-Pacific Partnership free trade pact allows the United States and Canada to implement preferential safeguards against imports of finished automobiles from Japan, it was learned Thursday.
The safeguards allowed are emergency measures that would increase tariff rates on finished automobiles from Japan if imports of those products surge. They are preferential because they can be implemented for a longer time than is permitted under the TPP’s general rule.
The United States can use the safeguards for 10 years longer than other member countries, while Canada can use them for 12 years longer. There are also no restrictions on how many times the United States and Canada can utilize the safeguards — typically, a country can take such emergency measures only once.
