CBSA eManifest Roundup

From the Canadian Trucking Alliance comes an update on outstanding issues related to the Canada Border Services Agency’s eManifest initiative, as well as a request for input from carriers about any lingering inconsistences involving practices at CBSA bonded warehouses.

Regulations and enforcement date of eManifest

Earlier in 2014, CBSA published regulations for eManifest, which has also gone through the initial comment period for stakeholders (CTA provided comments). CBSA still needs to respond to these comments before the regulations are officially published in the Canada Gazette – Part II, along with a date for enforcement. CTA says it fully anticipates eManifest to be mandatory early in 2015.

Post-Audit Carrier Program

The Post Audit Carrier program previously allowed qualifying companies to transport goods in bond with limited physical control. CBSA discontinued the Post Audit Carrier Program on August 1, 2014, while transferring benefits to the Customs Self-Assessment program. Post Audit carriers that are members of the CSA program will continue to enjoy the privileges of the Post Audit program. In addition, CBSA has expedited CSA applications made by Post Audit carriers that had not yet been approved for CSA and has grandfathered their Post Audit privileges as well.

Mandatory eManifest for empty conveyances

Currently carriers using eManifest may voluntarily supply CBSA with eManifests for empty conveyances coming to Canada. CBSA will be mandating eManifests for all empty conveyances, but the issue of carriers being able to supply a driver in the US with the required bar code remains outstanding. CBSA has confirmed it won’t enforce mandatory eManifest for empties until industry can comply with bar code requirements, although the requirement itself will remain in the regulations.
