Minister Embarks on India Trade Mission Amid Stalled Talks

Analysts optimistic that ministerial trips can revive dormant trade negotiations.

Trade Minister Ed Fast is set to embark on a five-day trade mission to India on Oct. 12 amid free trade talks that have not seen a negotiating round since the summer of 2013, but observers are optimistic that a return to the bargaining table is imminent.

Mr. Fast is scheduled to visit Mumbai, New Delhi and Chandigarh during the trip, and will be accompanied by Canadian business leaders from the energy, agriculture and infrastructures sectors. The minister’s office was unable to confirm who would be accompanying the minister at the time of publication, but the trip is expected to focus on existing opportunities for Canadian businesses in India, rather than on making progress on the trade agreement.

Don Stephenson, Canada’s chief negotiator for the Canada-India Comprehensive Economic Partnership Agreement, will not be part of the trip, but sources familiar with the trade talks say that the trip is a significant step towards returning towards the bargaining table.

“It’s great that Minister Fast is going because he can ask where [the talks] are,” said Stewart Beck, who served as Canada’s high commissioner to India from 2010 until earlier this year.

“One of the advantages of having the minister there is that he can ask the questions and hopefully he’ll get an answer.”
