U.S. Customs and Border Protection is planning to launch as soon as July 10 the third phase of its ongoing test of the Document Image System. The DIS allows those who file entry summaries in the Automated Commercial Environment to submit electronic images of specified forms and supporting information required by CBP and other participating government agencies, reducing paperwork costs and allowing for faster, more efficient cargo review and release.

Rules for Submitting Images in DIS. In phase two of the test, CBP indicated two categories of documents for transmission through the DIS: those that require a request from CBP or the PGA prior to transmission, and those that may be transmitted without prior request. Beginning with phase three, the rules for submitting images through the DIS are updated as follows: (1) if the document transmitted is required to obtain release, including certified from ACE entry summary, the document may be transmitted without a prior request from CBP or the PGA; and (2) the document will be accepted if it is transmitted in support of entry summary pursuant to a prior request from CBP or the PGA (CBP will not acknowledge the submission of entry summary documents that have not been so requested but may separately request the document).
