Commercial Hand Carried Goods (HCG) Release Process

1. This notice is for the attention of importers and customs brokers who are involved in the importation of commercial Hand Carried Goods (HCG). The information contained in this customs notice is applicable to the release of qualifying goods in all modes.

2. Effective immediately, the CBSA has implemented a new process for the release of commercial goods being transported to Canada by an individual who is not a carrier. Please refer to this notice “Qualifying Shipments Authorized to Use the HCG Release Process” for the definition of a carrier.

3. The “HCG Release Process” will be available to importers and customs brokers as an alternative option to submitting a paper Form B3-3, Canada Customs Coding Form for the release of HCG.

4. Clients choosing to obtain release of goods by submitting Form B3-3 may continue to do so.

5. The HCG Release Process will provide an importer or their authorized agent the ability to obtain release for qualifying shipments using a PARS or RMD release option.

6. Clients choosing to use the HCG Release Process in the highway mode must use the PARS-EDI release option unless otherwise exempt from using EDI as specified in Memorandum D17-1-4, Release of Commercial Goods. For all other modes, a paper RMD release option will be required.

7. Shipments accounted for using the HCG Release Process are not eligible for in bond movement and must be released at the First Point of Arrival (FPOA).

8. PARS (including Other Government Department (OGD) PARS) and RMD release options require a Cargo Control Number (CCN). In order to facilitate the release of qualifying shipments using one of these interim accounting processes, the importer or customs broker will assign and create a unique mode specific HCG CCN.

9. It will be the responsibility of the importer or customs broker to ensure proper administration of the HCG CCN. This number is not to be issued or used by carriers. Carriers are required to maintain and use their own CBSA assigned carrier code and are not permitted under any circumstances to use the HCG code.
